The Economic Times of the 28th February carried a Third Editorial, with a tinge of humour on the subject. Referring to the control exercised by Govt. of India over Central Bureau of Investigation, the Supreme Court of India had recently described C B I as a 'caged parrot'. This editorial suggests that the Supreme Court could consider directing the C B I to co-opt many of these clever birds into their ranks.

LOL! I wonder why the English term "to parrot" - to repeat without understanding - got currency. Do we who live among parrots have any similar expression? While on that topic, the owl is the symbol of Athena, the Greek deity of wisdom, while for us in North India at least, owl - ullu - has the connotations of a fool. I wonder wherefrom arises the difference.

1. That is because domesticated pet parrots repeat whatever they hear. They don't have the capacity to understand what they hear or repeat.

2. Owl is also the vehicle of Goddess Lakshmi and as such, is sacred!
Parrots can be quite intelligent, even the one in the news-item appears to be intelligent. http://www.livescience.com/14708-parrots-logical-...

That the owl is Lakshmi's vaahana, that I did not know! Or if I once knew, I have forgotten even the knowing of it. Most modern iconography of Lakshmi does not depict the owl, I think.
A nice article on bird brains. http://www.pbs.org/lifeofbirds/brain/
