Sounds a lot like the strategy that Israel has used against the Palestinians. Should be even more fun with an opponent who has nukes instead of just sticks and stones.
As per Raman, India's covert action capability was gutted in 1997. He calls to restore it and use it.
Anyway, as pointed out in B. Raman's articles the same policy of inaction was promoted by the same suspects during all the years when Pakistan did not have nukes.
The framing of the Mumbai attacks is that is was an act of terrorism. Namely it is a criminal act committed with political motives. But that may be a false frame. It was an act of war, by unconventional means, but nevertheless an act of war.
Why was Pakistan not afraid of committing an act of war on a nuclear-armed neighbor?
So what do you propose and how would it help? I don't think India has the kind of military superiority to do like the Israelis and carry out hits via helicopter. Which leaves what?
Recruiting Hindu boys to blow themselves up in Pakistani marketplaces? I don't think so.
