Blow up the topmast???
What does "blow up the topmast" mean?
I looked for possible phrases with "top mast" and "top sail", to no avail.

The figure shows the topmasts. Blowing them up hampers fine control of the ship.

Yes, the top mast is the mast supporting crucial sails on a sailing ship. Jinnah clearly had some nautical metaphor ("working on the decks", "blowing up the top mast"). I had expected it might be some well known nautical metaphor or else based on some literary reference.

So, I suppose the idea here was to use the powers gained by capturing control of the B and C section provinces in the Cabinet Mission Plan to bring down the common Center (top mast) proposed by that plan.
Why it is important is because it demonstrates that Jinnah was not accepting the Cabinet Mission Plan as a means acceptable to the Muslim League to lead to a united India; rather, at the very outset they were working to break up the united confederated India of the Plan.
