It can't be Ohio, because misogyny, patriarchy, official and social indifference to rape is, per recent news reports, uniquely Indian.

Not sure if there are any "advanced" societies where rape doesn't happen. But if you want to blame it on patriarchy, our common Indo-European heritage might be the villain, since that seems to have been the big patriarchal impulse. I think, though, that the attention to rape in India right now comes almost exclusively from India. It makes the pages of the NYT and the WSJ only because it seems to be a big story in India.

As Tyler Cowen pointed out, conviction rates for rape in the US are not much different than in India, but here the problem is more with catching the perps than convicting them.
