Mr. Obama's visit will be at least as much about style as substance. Part of his task is to forge a bond with Indians and persuade them that despite the close U.S. ties with India's rival and neighbor Pakistan, the U.S.-India relationship is a high White House priority.
Suba Chandran, deputy director of the Institute of Peace and Conflict Studies in New Delhi, said India may be skeptical about what Mr. Obama can deliver despite the fact that he is widely admired across the subcontinent for his rhetorical abilities.
"He speaks a lot, but his actions speak less," Mr. Chandran said.
